来日中のアナン国連事務総長は１８日、都内で記者会見し、日本と中国、韓国の歴史問題をめぐる対立について、「問題を解決し、前進するには、大胆かつ寛容なジェスチャーが必要だ」と述べ、小泉純一郎首相による靖国神社の参拝中止など、日本が関係改善に向けた具体的行動を起こすべきだとの見方を示唆した。

どこの記者だかわかりませんが、のっけから「首相の靖国参拝が隣国の "negative reactions" を引き起こしているのでは？」と誘導質問です。

Obviously, your neighbours have their own views and their own position and the incident you refer to the visits to the shrine has not helped. But I don't think it's only limited to the Council issue, it has raised some tensions in the region which I think we need to make some gestures to put behind us.

"some gestures" というのが「首相の参拝中止」を「示唆」してる、ということなのでしょうか？

大体、記者が質問というかたちで誘導して（「靖国参拝のせいでしょ、ね？ね？」）、講演者が無難に答える（「ま、プラスにはなってないわな。解決せなあかん。」）のを記者側の都合のいいように解釈（「示唆」）して広げる、ってのはある種のパターンか。
